You deserve more than that. He needs to put in some effort. Politely explain that you’ve made plans, and leave that with him.
Let him feel the pain of missing out.
Could be fun! Bummer, already got plans tonight. Next time? - Next time you receive a last minute message asking if you want to meet tonight, try replying with something like that to him.
Why is this so effective? Well, saying ‘could be fun!’ is a challenge to him. It suggest that he is missing out on something. Yet you aren’t saying something needy like ‘oh what a shame, I really want to see you…’.
Bummer shows that you want to see him, and all men need validation. Saying that you already have plans tonight shows that you are a high value woman who is in demand.. Very appealing to guys. Don't always feel that you have to say no, if you ARE free and available - if he happens to be in your neighborhood, and you are actually free, say sure, let’s meet up.
